Senior Haryana IPS officer Y Puran Kumar died by suicide at his Sector 11 residence in Chandigarh after shooting himself, officials said. Kumar had accused senior officers of “mental harassment.”
Police recovered an eight-page note from the spot that mentioned “caste-based discrimination, targeted mental harassment, public humiliation, and atrocities by senior Haryana officers since August 2020.”
According to police, the officer allegedly shot himself with his service revolver, and his body was discovered by his daughter in the basement.
Reports suggest that Kumar was disturbed over his name being included in a bribery case filed by a liquor contractor without the state government’s permission.
The Rohtak Police had registered an FIR based on the contractor’s complaint, alleging that Kumar’s aide, Sushil Kumar, demanded a bribe of ₹2.5 lakh in the officer’s name.
While Sushil Kumar was arrested, Y Puran Kumar’s name was also mentioned in the FIR, though it has not been uploaded online.
On September 29, Kumar, a 2001-batch IPS officer, was transferred to the Police Training College in Sunaria, Rohtak. Before that, he served as Inspector General (Rohtak Range).
An engineering graduate, Kumar was born on May 19, 1973, and was scheduled to retire on May 31, 2033.
In his purported suicide note, the late officer named 10 senior officers, both serving and retired, accusing them of “mental harassment.”
He alleged that he was “continuously subjected to psychological torture” by several senior officials and claimed that they conspired to destroy his professional career.
Earlier, Kumar had written to Chief Minister Nayab Singh Saini, questioning the promotions of IPS officers. He alleged that these promotions were granted illegally by bypassing Union Home Ministry (MHA) guidelines and were approved solely with the consent of the Finance Department.
